Former Navy Commander Nishantha Ulugetenne admitted to the CID that the illegal "Gun Site" underground detention facility within the Trincomalee Naval Base was used for torture.

CID investigations suggest up to 60 detainees, including foreigners, were held there. The CID has requested a full list of detainees from Vice Admiral Kanchana Banagoda but has not received it.

The case links to 11 enforced disappearances, including five students abducted in white vans in Colombo. During follow-up investigations, two victims — "Kegalle Shantha" and "Pradeep of Ibbagamuwa" — were identified as being held at the site. The CID submitted evidence to the Fort Magistrate.
