An internal assessment report related to the UN's actions on Sri Lanka highlights the urgent need for strong leadership within the UN Human Rights Council, effective coordination, and a commitment to protecting human rights and preventing violations.

This has been pointed out by the Global Centre for the Responsibility to Protect.

In a letter recently circulated to member states, the Global Centre emphasized the responsibilities of the UN Human Rights Council, especially in addressing situations where civilians face threats such as ethnic persecution, war crimes, crimes against humanity, and genocide.

The letter further states that: "The Human Rights Council has a responsibility to intervene and prevent grave crimes in instances where the general public is under threat. To reaffirm this responsibility, Resolution 44/14, titled ‘Responsibility to Protect’, was adopted during the 44th session of the UN Human Rights Council in July 2020."

It added that, in line with the aforementioned resolution, member states are urged to fulfill their responsibilities in preventing serious crimes and atrocities.

The letter also acknowledged that in certain cases, the Human Rights Council has failed to act or show effective engagement in preventing grave crimes. These failures have significantly undermined trust in the Council.

The Global Centre emphasized that the internal UN assessment report on Sri Lanka underlines the urgent need for strong leadership, efficient coordination, human rights protection, and violation prevention within the Human Rights Council.
